To install Windows 11 with a local account only, 
reach the "Let's connect you to a network" screen during setup, 
press Shift + F10 to open Command Prompt, 
type OOBE\BYPASSNRO and press Enter, then restart and select 
"I don't have internet" and "Continue with limited setup" 
to create your local user, skipping the Microsoft account prompt entirely. 
Here's a detailed step-by-step guide:
Start Installation: Boot from your Windows 11 USB/DVD and proceed with language, region settings.
Reach Network Screen: When you get to the "Let's connect you to a network" (or similar) screen, 
do not connect to Wi-Fi or Ethernet.
Open Command Prompt: Press Shift + F10 on your keyboard.
Run Bypass Command: In the Command Prompt window that appears, type OOBE\BYPASSNRO and press Enter.
Restart: Your PC will automatically restart.
Select Local Setup: After the restart, you'll see the network screen again. Click "I don't have internet".
Continue Limited Setup: Click "Continue with limited setup".
Create Local Account: You'll now be prompted to create a local user account with a username and password,
allowing you to finish the Windows 11 setup without a Microsoft account.
