De Britse spion Andy Osnard wordt ter afkoeling naar Panama gestuurd, om te onderzoeken wat de president aldaar van plan is met het Panama Kanaal. Eenmaal daar zoekt hij een plaatselijke klerenmaker Harry Pendel op, die vanwege zijn beroep in contact staat met vele hoge politici, in een poging informatie uit hem te persen. Pendel besluit allerlei informatie te verzinnen om Osnard tevreden te stellen.
